An estimated 11,000 acres of standing winter wheat burned, approximately one seventh of the county's annual crop. New seed will prevent that bare ground filling with weeds that become future fire tinder, and the seed must be planted in October. Landowners will plant with their own equipment and fuel, this request is for the seed to replant, and four broadcast spreaders that attach to a side-by-side to seed steep and rocky ground.

Gilliam Soil & Water Conservation District: Water

Request: $90,200
Application Materials

Gilliam County is requesting funds to purchase 15 portable, aluminum drinking troughs (1,300 gallons each), and haul water to those troughs placed in emergency grazing pastures through the fall. The SWCD will own the troughs and be able to use them during future emergency situations, the livestock producers will move and place the troughs.

We are in need of a 4wd, 4 dr, crew cab pickup with tool boxes and water tank for Community Risk Reduction efforts, Fuels Reduction/Mitigation and Crew/Staff use. Capable of towing our Fuels Reduction Trailer throughout the community and region as we continue to work to reduce wildfire risks, improved response and recovery capabilities through community education and hands on efforts.  We have limited vehicles for staff use and currently our only similar vehicle is being used on a wildfire conflagration supporting firefighters.

We request $75,000 to finance a new-to-us Brush truck purchase and associated pumps, hoses and fittings. So far in 2026, North Pendleton RFPA has responded to one large fire at over 8,000 acres, and two mutual aid requests that were less than 10 acres. No structures were lost thus far. Response vehicles to fires this year have all been farmer or rancher owned vehicles or tractors, which are not equipped for fighting fires.

Oregon Livestock Council is fundraising for an evacuation and sheltering equipment Points of Distribution (POD) for each side of the mountains–Eastern Oregon and Western Oregon. Each POD costs about $200,000. This request would provide for the 24' enclosed Shelter/Command trailer for the Western Oregon POD, and (156) 12' corral panels to complete the 45' Corral Panel trailer setup for the Eastern Oregon POD.

This grant request is to fund the purchase of a mobile water purification unit, which could be used by the School District after a natural disaster to ensure that any persons taking shelter on the campus will have clean drinking water. The unit in question has the ability to clean up to 3,000 gallons of water per day, and will be delivered to the School District in a fully contained and enclosed trailer that can be towed to any water source and used to fill clean water containers.
